Ki Vaan, exactly right. Most of the time they are open. However, I have a tiny hook and eye sewn on the inside neckline. I got tired of carrying stuff to/from the vehicle in the rain and have the robe crawl off my shoulders. The hook/eye keeps it on when I my hands are full. You know that scene in Ep I when Qui-Gon and party meet Palpatine and Chancelor Valorum on the landing platform? Liam has both hands on his robe, as though he's holding his lapels? I think he's just trying to keep the robe ON in the wind machine!

Yeah I know the Jedis in the movie hardly ever close their robes, and true a robe looks better open anyway
However imagine this...a row of Jedis appear with their robes closed shut, and then simultaneously open their robes and let it drop on the floor, ignite their MR FX sabers which they were hiding under their robes, and take their combat stance!
That's what me and my friends intend to do the next time we make a public appearance.
So you see, keeping our jedi costume and sabers literally 'under wraps' will be crutial! ;D

I'm kinda partial to the shoulder tucks too......they not only help keep the shape of the robe better but they make the shoulders have some definition too!

here is a pic of my first attempt @ a robe. My next will be made with Melton Wool. Though when it gets hot I really like this one being made of Gaberdine.

Looks good.
Be careful about the weight of the Wool Melton. I have a street-wear modified Jedi Robe made of Melton and it is amazingly heavy! I wear it as a winter coat.

Nice robe. I'd guess that the melton can't be any heavier than a wool Gaurdian cloak, they are pretty much a Jedi robe w/a shoulder cape over it, great in winter. Easier to carry on your body, than in a bag.
