I keep looking for a Return of the Jedi Luke Lightsaber to go with my Halloween costume this Year, but keep on having bad luck finding one.

Go on amazon.com, and check there, you can get one there at a decent price as thats where I got mine!
Just type in "Luke Skywalker Lightsaber fx" and it should pop up.

It's a bit late but I'd suggest saberforge.com and look up the "prodigal son" it's his tale on a Luke Rotj saber, and unlike the master replicas version it is thin necked and usable for dueling.
