My robes are 'old Ben Kenobi' style, floor length inner & outer robes. Only the tips of my shoes are visible. Do I still have to have calf-height boots?

I don't think so. At least no one has looked under my long robe to see. I do wear boots with it in case the tunic is pulled up, but they are short boots that only go half-way up my leg.

Council has decided that as long as they can pass for boots and you can't see that they aren't knee high, it's fine. In other words, no tennis shoes, no wing tips, no penny loafers...you get the idea.
