That's really unusual.. The only thing I can think of is maybe some kind of c shaped clip that was gripping the body of the saber

Where did you get that pic from?
that doesnt look much like luke's belt and saber...
It looks like what Tanzan said, a C shaped clip... although i wouldnt trust that to keep my precious saber safe...

That doesn't look like Luke's ROTJ belt at all. Looks more like Han's with the little pouches on the right side, minus what I call the "drop down strap" for the blaster holster.
And that looks more like an oversized droid caller, rather than a lightsaber on the left side of his belt.
What a weird thing for him to be wearing in this pic. It seems like he should have a blaster with that belt, but we know he didn't carry one in ROTJ.

I took a long hard look at this pic from the website it came from. First, I am not sure if that is even Mark Hamill or someone who looks alot like him. But that is Definately a Droid Caller on the belt, made from the Linoff Camera flash. The same thing Lucas originally used. YES, a Droid Caller!!!!!!!

now that I can actually log in, I can answer the question.
Yes, that is Mark, it is a pre-production shot and he has on Han's ESB belt minus the holster, what you see clipped is a droid caller - notice the small pouch in front of the caller and the belt tools. A very similar pic can be seen in the Chronicles book.
During the early concept drawings for Ep4 (which I have somewhere), the sabers were actually a lot shorter and clipped to the belt in much the same way as a droid caller.

that actually looks more like a droid caller, if you look carelfully its not big enough for a lightsaber imo.

Seeing as that's what Luke was wearing when going to confront Jabba, he doesn't look like he even has his lighsaber on his belt (which, at the time it was in Artoo.)

If you used one of those cell phone buttons that can hold the phone in different positions you could manage it. I had one for an old phone and if I could find it would use it on mine.
