Where I am they have beach toys available year round. One thing that I see are these long, colored rods made of lightweight material that kids use as floats. I don't remember what they're called. It would be amusing if you wanted to make safe-for-anyone lightsaber blades you could cut them to the right length, mount them on short posts and use them fixed to light saber hilts for general horseplay. Of course, one could just use Hasbro toys for that, but if you wanted to use the hilt you have for your regular costume these rod floats would as well.
Nerf lightsabers?

They're called Noodles, Master Pinn, and I had that idea a while ago, although I crammed it in the back of my head (which is getting a bit crowded now I'll have to try that.)

Who said them things don't hurt? When you get in fights and them things hit you in the head it can knock you senseless...or make your nose bleed(I know)

We've had people in So. Cal make sabers using those for blades for kids to play with at various events.
They seem to love them!

I could see where they would come in handy if you are looking to duel with someone who is perhaps not a fluent at it than yourself. Although I would use something like the safety foam they put around roll bars in race cars or something like that. It's thinner yes, but you could simply wrap it around your dueling blade. And as long as the figting was kept mild I see no reason why it would hurt really bad if you were struck. Just some thoughts, perhaps this would be good for training.

We use similar material on rigid blades when practicing duelling as it reduces the risk of injury. Very similar to the way LRP boffer weapons are used.
Nothing is 100% safe of course but anything you can do to reduce risk helps alot, especially when first starting fighting and the skill isnt there yet.

i use a piece of 1/2 inch PVC as the blade and slide it inside the noodle works great as a sparing blade.

Noodles!!! Thanks. I knew I'd heard that name before. Anyway, yes, they're not as soft as real foam, but better than an EL blade hitting you.
And, assuming your robe wouldn't shrink, one could always spar in a pool as well. Your light saber would at least float.

Those things are pretty thick. You'd have to cut a good inch or two off of the diameter to make it more the right thickness.

the sie doesn't hinder them that much and if youwant a more "realistic" size try using Plumbing insulation, the foam kind it is more like the right dia.

Well, nerf things are always fatter than they should be anyway. The one advantage for the noodles is that they come in different bright colors already.

Hmmmmmm, Jedi games. I suppose it has possibilities.
But the rules on amtgard.com look a bit complex.

Hasbro has foam lightsabers? That would be great for 'Jedi games', but how long are they? Sized for adults or small children?
