I've tried them angled, but I don't really see much advantage to having them angled. Generally, I haven't had a problem with them sliding off.
What really makes a difference is if I make the tabards out of fabric that has any stretch to it, like a loose weave cotton. If they have that little bit of stretch, then they can come off all the time!

It also depends on the tunic fabric -- my first two tunics were "hard finish" fabrics with a small weave as opposed to the crinkle. Even though the tabards were pretty heavily textured, they slid right off and I had to put about 3 safety pins in each shoulder. I guess the "real" Jedi just used the Force to stay neat and tidy.
