Qui-Gon wore a poncho in TPM and its always been assumed that it came from the Queen's ship.
But Anakin was wearing the same type of poncho in the Clone Wars cartoon where they went to go rescue R2-D2. Is it possible that its a Jedi poncho? If that poncho is standard issue, then its an even lamer disguise than it looks. And where would they hide it? On the inside lining of the robe?

Aren't the poncho's considered a disguise? Qui Gon's was. Luke wore a similar poncho on Tatooine because he was a farmer. Right? Qui Gon was trying to blend in. Therefore, for them it wasn't Jedi clothing.
I didn't see the cartoon, but was Anakin's poncho meant to be a disguise on a rescue mission?

I'd think that the poncho would be as useful as the robe...as Anakin wore something similar when escorting Padme back to Naboo in AoTC.

Again, Padme and Anakin were travelling incognito. Maybe it's an undercover Jedi thing. (Hmmm, why does that term seem familiar? )

In the cartoon, Anakin was wearing a poncho. It was very similar to Luke's with a border on the front and back and side seams. Ahsoka wore one that was plain. They were both plain gray and worn as disguises.
I forgot about Anakin's poncho. It was different from Qui-Gon's, plain, but also worn as a disguise. I suppose that ponchos might be the all purpose cover-up in the GFFA? It would be a 'One Size Fits All Species' king of outfit.
