1. open your desired picture 2. create a new layer 3. use your lasso tool and draw around the blade 4. go edit fill and ok 5. go layer, layer style and then outer glow 6. select the colour by double clicking on the little square under the word noise 7. and make the settings match these opacity:100 noise: 0 technique: softer spread: 23 size: 27 range:74 jitter:0
8. click ok and then get rid of the lasso tool that would still be flashing around the saber and thats it simple enjoy

One of the many ways... whatever works for you.
I don't think I've ever done it the same twice. Every picture is different, and has different needs.

yeah, i had so much trouble rotoscoping but this is the way that made the most sense to me lol
