From the Jedi Assembly Costuming Standards
I've looked at a bunch of pictures of Jedi and there seems to be a lot of variation in the undertunics. Of course there is the "standard" undertunic, which crosses over like the outer tunic, but I've also seen boat necked tunics, tunics with collars, and even one or two turtlenecks.
How much variation is acceptable for an "appropriately styled undertunic"

If you have documentation - photos or description from a book- of a particular style, you may submit it to the council for consideration.

What we are trying to say here is that if you want to wear a t-shirt under the undertunic, that's fine, it just can't be showing. That's what is meant by that statement.
But yeah, undertunics come in various styles, so as Kai has said, if you have one in mind and you are unsure about it, send a picture!

how about this? this is a 100% silk, short sleeved, dress shirt. with the collar turned under for now. when worn as undertunic, there's only a bit of fabric visible at the neck. its a grey-brown "taupe" color. if this was modified (permanently) by removing the collar and buttons, and installing ties (or snaps to hold it shut).. ..would this make an acceptable undertunic?

It looks like that shirt would work fine. Velcro instead of ties might be easier to manage. Undertunics generally have long sleeves, but I don't know if that is required. I tried searching for 'sleeve' on the costume requirements, but I didn't get anything.

No, we haven't set sleeve length. I depends upon how really screen accurate you want to be. It bugs me when undertunic sleeves don't show out from under the overtunic, but that's just me and my personal esthetic!
It looks like you might have photoshoped it out, or something, but you wouldn't want those shiny buttons to show. You might have to do something to be sure the buttonhole doesn't show, but it might be low enough it won't show from under the overtunic.

Here's a decent undertunic reference. It's actually a photo of stunt doubles, Ray Park and Nick Gilliard from TPM. but the Qui-Gon double is wearing just the undertunic of the costume. I assume that it's accurate to what Liam Neeson was wearing.

It looks ok to me. The modifications would be good. The look that you're going for is the v-neck, showing under the V of the tunic. As long as that is achieved, then it's just fine. My undertunic is a sleevless half shirt, with fake sleeves that go up to my elbows, and show where they're meant to, that is, sticking out of the tunic sleeves. My costume looks pretty silly without the over-tunic... lol! You may want to consider making matching fake sleeves.

Suspenders must be mostly guy thing. Plus, I think they need them to keep their pants up for the action scenes. There's a picture somewhere of Ewan showing his undertunic and suspenders as well.
There is really NO CHANCE WHATSOVER that my pants are going to slide off of my female-shaped hips, no matter what I'm doing .

I have a question on a possible idea. I am in the works of getting my tabbards done (just gotta get the fabric to my mother-in-law to sew up). Anyway, I am trying to decide how I wanna do the undertunic. I have thought of a dickie, or a medical scrub top in a brown or tan color.
Would a scrub top be acceptable to use? Don't wanna buy it, if won't be accepted.

Is this what you mean by "scrub top"? www.uniformsandscrub.com/admin/images/closeup_images/7505close.jpgI guess that sort of thing wouldn't have any stitching or anything to suggest that its not from Star Wars - but a proper undertunic collar would simply look sooo much better. Have you considered making a t shirt faux undertunic? Just take a normal T shirt and pull some fabric around the neck so it overlaps itself and sew it on. It'll give you a relatively tight collar (like Obi Wan in ep3) but its easy, cheap, and looks great. You don't even have to be able to sew that good because you wont see the stitching anyway, and you can use whatever fabric you like. Just a thought ;D

The scrub top is a good workaround, but I have the feeling it might be a bit too low of a V-cut for what you are looking for given how close and high on the neck the inner tunic appears in the films. Note the pattern of the inner tunic:
