Are Jedi allowed to develop the power of force lightning or is that the power of the dark side?

A Jedi should not need such an ability - it is a Force power based on aggression and attack. Jedi do not attack, only defend themselves and those around them.

I wonder if Force Lightning could be used to power a depleted piece of machinery? If so, then that could be a light-side use of it

Lightning is notoriously irregular and random. Works fine for a quick, violent blast, but it's not anything you'd use for a steady current.
The Force powers noted are all expressed as short and quick actions, nothing that goes on for long periods of time. A Jedi could telekenetically turn a crank, that would run a motor that would generate an alternating current, but I think it would probably be simpler for the Jedi to walk over and turn the crank by hand.

lol what about when obi wan stows away on Padme's ship in rots? Bit of a lazy way to shut the door ;D

Yeah, that was a pretty lazy of Obi-Wan! But it did look good on screen.
He's been doing that for a long time. In AOTC after he consulted with Yoda about his missing planet he called his star map to his hand instead of just walking over and getting it. He wasn't in that much of a hurry. Yoda certainly doesn't move that fast.
Too sure of themselves these Jedi are. Even the older, more experiences ones.

In ROTS, I was under the impression that it was some kind of storage compartment on Padme's ship. It wouldn't have a door control box on the inside which was the reason for the use of the Force. And yes- the storage space conveniently had a seat.

there is no "good" or "bad" force power only the way they are used can make them semm good or bad

i agree with azreal, its just that its mostly the Sith that use lightning due to its destructive capabilities, and as such had become associated with the dark side. Plus look at my quote!
