Jar Jar Binks. A marvel of computer animation, if anything else. He's Gollum's predecessor. He was the first fully integrated CG character, and I'm sure that's why they used him so much: to show off.
There are three classifications among the fans: 1) I HATE Jar Jar Binks and feel robbed that we weren't witness to a long, gruesome death scene in Episode III. HE RUINED THE SAGA! 2) I like Jar Jar... but he had too much screen time and was a little annoying. What's a haygibber?! 3) Yippee! Jar Jar is great! I love his heart and antics. The saga needed a breath of fresh air, and Jar Jar is IT.
I'm in group 2. I simply would have liked to have had less of Jar Jar in Episode I. I liked the character and saw his purpose in the plot as the outsider who helps unite the two races so they can win the end battle by working together. But, we waited 17 years to see the Old Republic! We waited to see Jedi in action and to see the rise of the Empire and the fall of Anakin. We didn't wait all that time to watch this cartoon character take so much screen time away from more important (and more interesting) things.
Case in point: Chewbacca. The Wookiee is beloved. He gets plenty of screen time, but he is clearly a secondary character. With Jar Jar, our heroes take the backseat (literally, for Qui-gon in the bongo) too often. His ratio of "contribution to the plot" to "screen time" is off.
Comedy DOES belong in SW. Most of the comedy in the saga is funny but a little lame when you really look at it. When your funniest line is "Laugh it up, fuzzball," then you know you're not shooting for highbrow.
Jar Jar CAN be funny. My favorite part is when he's in Watto's shop and finally gets a hold on that pit droid, and the droid nails him in the crotch. Heh heh. That thar is good humor! Of course, that's not Jar Jar being funny... it's the droid.

I think I'm in group 2 also... Less Jar Jar, more Obi-Wan!  heheh... But the kids love him! My favorite scene with him is when he gets his tongue caught in the energy binders on Anakin's pod. I really did laugh at that. It was just so rediculous!

When I first saw Jar Jar- he became annoying very fast. I easily became an I Hate Jar Jar member.
However upon watching TPM several dozen (perhaps hundred) times, my opinion of Jar Jar changed. I began liking Jar Jar! In fact, I would even go so far to say I am in category 3!
My favourite scene is Qui-Gon grabbing Jar Jar's tongue at the dinner table. His best line...
"NO AGAIN! NO AGAIN! THE BEINGS HEREABOUTS- CAWAZY! WEEZA BEING ROBBED AND CRUNCHED!!!!"

I'm somewhere like 2 1/2, and sometimes it really depends on my mood, mostly I like him, but I had a long time to get used to him and knew him well for about 18 months before the film opened, like Tony the Tiger, he caused me some of my more challenging moments in costuming while I worked in the design room at Rubies, but I like the feet best. It took me years to finally get the last of the fast food toys from Ep I, it was the JJ with the tongue that sticks out, I hunted for that forever, and found it last spring, it was the only one I didn't get in KFC, TB or PH. I always crack up when Qui Gon grabs his tongue at the table.

Yeah, that bit with Qui-Gon and Jar-Jar's tongue was one of my favorite parts, too. 
When I first saw Jar-Jar I thought people would just hate him. I didn't mind him, even the first time I saw the movie. I just didn't think most his jokes were that funny.<shrug> Lucas invented Ewoks, too and the humor in them and Jar-Jar seem very similar to me. But I think Jar-Jar would have been only half as annoying as he was if his voice were just an octave lower.

The whole Qui-Gon grabbing the tounge.. I loved that.. as well as him getting his head buzzed in anakins podracer. So I would have to say I am part of Both groups I ans II..

i will say one thing, he was a cute character and was the comic relief of the movie, but they did play him a little too much. im in cat 2 i guess, he was cool, but reeeaaaalllllyyyyy annoying

I hated the frozen Jar Jar...although it was cool...but I hate Sidious...why not freeze Sids...oh...I'll be in my angry dome! (obscure Futurama reference)

I have no idea where I lie really. I personally have nothing against jar jar. he was a funny character and I kinda liked him. I think he had way too little screen time in episode 3 - not meaning gruesome death as I know some of you wished but I kinda wanted to see him maybe do the right thing and save a jedi in some way. IMHO he neither added to or subtracted from the story line.

I think I am in category 2 as well. I really don't have particularly favorite scenes of Jar-Jar and his outlandish behavior, but the one thing I would have like to seen in Episode 1, is that part when after he gets his tongue caught in the energy binders on Anakin's podracer, then he gets his hand caught in the turbo-engines, it would have been funny to see Anakin throw the switch on full power and the blast would knock Jar-Jar at least 50 feet backwards or over a sand dune, and then all you would see is a column of dust spew into the air like on those Roadrunner and Coyote cartoons. That would have been hilarious.

I am neutral about JJ. I really have no opinion about JJ. He is there, I am not annoyed by him like so many others are. I can see why they had him and he fulfiilled his purpose. Maybe he did have a little too much sreen time in Ep. 1, but the Ewoks annoy me more than JJ

The OT's humour was alot more witty, whereas the PT humour seems to be based around slapstick jokes, which I am really not a fan of. The only thing I like about Jar Jar is that he gave the other characters reasons to be witty;
"Do you hear that? that is the sound of a thousand very bad things coming this way."
Qui gon grabs his tongue "Don't... do that again."
