Would a costume from a secondary or background Jedi seen in the films be considered canon? Or does it have to be someone easily recognizable?

If it was in a film, I think it would count as canon. Infact, there were several background Jedi in the Battle of Geonosis dressed all in black, but I wasn't able to use that argument for my costume when I tried to join the main assembly Plans are afoot to come up with another costume that would be more acceptable though;)

I know they look black, but that are really very dark brown ... AT a distance or in low light my robe looks black, but it is dark brown.

what are your opinions on DVD deleted scenes/extras as canon? I'd consider them canon.
There is a really active exchange about this on the Rebel Legion forum right now. They're updating their standards and the open discussion is very interesting. Also the RL doesn't use the term "canon". They categorize costumes as "Formal" and "Informal". The categories note the costumes that would and would not be considered acceptable for costumed volunteers at LFL recognized events.

I think a lot of the problem with background Jedi is that you don't get to see them long enough or in good enough lighting to get good details on the costumes. Lighting can make a difference in what color a costume looks. Take Mace in Ep. 1 for example. A lot of his publicity shots look grey but they are tan
I classify my costme as "generic Jedi"... tan basic Jedi garb

So if there was a function where they only wanted canon or formal Jedi would the "generic" jedi be included? How about my costume? I'm under the western order (Syru Skywalker) Sorry, I don't yet know how to put pictures in my post.

Usually for events, it's ok as long as J Q Public knows that it's a Jedi immediatly at 1st glance.

Syru, your gear looks awesome.:-)
It's alright if few actually look like the 'face charactors'. I take elements off their clothing I like and make my own. I had on my new over tunic w/ the brown under one and brown pants for Disney's Star wars weekends parade. It turned out it looked an aweful lot like Obi Wan's episode 3 costume except it had a more femine appearance. (Tunic had darts in the right places, ghost embroidered tabbords and obi and me sporting my usual shades.) Eventhough I AM a female, I still had "Obi Wan!" yelled at me. :-)
