There could be all kinds of Skywalkers on Tatooine and in the whole galaxy. But Vader knew about the Lars farm. If he found out that Obi-Wan had been in that area and that Obi-Wan had a new apprentice, he might have figured it out.
I think Vader could have already known that Luke was his son when the Emperor told him. The only thing he was surprised by was that Palpatine had figured it out. Vader had his own agenda when it came to Luke (overthrowing Palpatine) so he'd have an interest in hiding what he knew.
It's also possible that Vader didn't know, and he didn't try to figure out who the X-Wing pilot who destroyed the Death Star was. Looking up that sort of information is detective work. Would a Sith be inclined toward doing that? Or just assume that Sith power will conquer all and it couldn't really matter who it is and why bother?

From my understandings Vader had a whole network of spies that did hunting for him. Knowladge was power. Information was something he went looking for. Not to mention he had his own personal rival. AKA Prince xixor of Black sun.
Vader also went out of his way at times to hide recordings from palpatine. However small they were. He wasn't inclined to let information leak out that would be his undoing or have something to offer to benifit himself or the Empire. There was also the Bothan Spynet. If one had right connections you could find just about anything you needed.

Vader would have went after the pilot (Luke) since the Force was strong in him and he could prove either an ally against Palpitane or a rogue Jedi in need or "retirement".......

Aaaaahhhh, but in a galaxy of hundreds of thousands of inhabited worlds, an "uncommon" last name may mean that only a few thousand people have it.

Vader might have looked into it, but only AFTER finding out the name of the pilot that blew up the Death Star. It's not clear that Imperial Intelligence had found that out before TESB. And "Red Five" isn't much to go on.
I suspect that they found out the name of the pilot just before the time of TESB and hadn't been able to confirm it. He didn't tell the Emperor because he already had plans to use Luke to overthrow Palpatine. That was what his pitch was to Luke on Bespin. In a similar way, he offered to rule the galaxy with Padme, too. But that was before Obi-Wan cut his legs off and he didn't think he needed help. But Palpatine figured out who Luke was on his own and Vader had to go along with that.
Vader wouldn't have been looking for Luke before the Battle of Yavin because he and the Emperor had bought the idea that Padme's child (they only knew about one) had died with her.
The thing that really protected Obi-Wan was that he went to the one planet that Vader really hated. And since Vader didn't know he had a son, there was just no reason to look. But once Obi-Wan revealed himself to Vader, he'd already accepted the he wasn't going to be the one to defeat the Sith and he was ready to pass on his wisdom and move on.

Why didn't Vader go and look for Obi-wan then? Sense he was the one that cut off his apendages. I would think Vader would have wanted to personally go and hunt down obi-wan as he did the remaining Jedi that had escaped the perge on Coruscant.

Vader didn't know where Obi-Wan was. The last place he would have guessed would have been Tatooine. Obi-Wan didn't have any connection to it.

for Vader it was personal. He wanted to get Obi-Wan on his own when the time was right...and likely thought he needed some practice to fight him again.

Vader was at half-power with the Force after Obi-Wan cut his legs and remaining arm off. So, he wouldn't have been any more powerful than any other Jedi. I don't think the Force would have been enough to lead him to Obi-Wan. And Obi-Wan was trying to hide, too. So, the Force was working for him as well, not just for Vader.

proximity increases awarness of another's presence. Obi was probably NOT using the Force much at all in oreder to not draw attention to himself.

I still find it odd that vader did not sense his son or daughter since they were there along with his former master. It's not really any more odd than the whole Jedi Order not noticing the Sith Lord running the Senate practically next door...for over ten years, too.
I think Lucas hadn't decided how contemporary Anakin was to Obi-Wan. They had established that Anakin was a student, so Obi-Wan was presumably older. I think they just wanted someone who was obviously older than Luke and looked "fatherly"....when ROTJ first came out. After the prequels established what Anakin really looked like, when he went to the dark side, they matched the end of ROTJ with ROTS.
Obi-Wan aged a LOT on Tatooine. Assuming he was 25 in TPM, he was only around 57 in ANH, but he looks like he was 80. A subsistence, hermit lifestyle in a hot, hostile desert will probably do that, even for a Jedi. I think he was serious when he told Luke that he wasn't dead "yet."
