Here's what Wookieepedia says:
"Early printings of the novelization of Star Wars Episode VI: Return of the Jedi included a fragment identifying an Owen (implied to be Luke Skywalker's adoptive uncle) as Obi-Wan Kenobi's brother. Said brother was later alluded to in the Jedi Apprentice book series. However, Star Wars Episode II: Attack of the Clones revealed Luke's uncle as Anakin Skywalker's step-brother, and gave him the surname Lars, establishing him as a different individual than Kenobi's brother. Mentions of Owen were eliminated from later printings of the Return of the Jedi novelization, leaving Obi-Wan's brother as a mostly unexplored character. It is conceivable that the name similarities may have given rise (in-universe) to an erroneous conflation of the two Owens in galactic records, and thus account for the out-of-universe misidentification."
Wookieepedia, taking sources from the Jedi Apprentice books and Visual Dictionaries and such, said that his accent is Coruscanti, but his homeworld is never actually revealed. In my opinion, that leaves it open to conjecture.
So I'm just going to conject away. ;D
