Well here's a really good tutorial on lightsabers by the famous Ryan Weiber.

After that you'll want to take your base image and give it a blue tint, then set the layer to something like overlay. It will have to be seperate from the background. If overlay doesn't work then mess around with other effects like Screen or Multiply.
