I know how to do it in PhotoPaint; I did it for a bit of fan art once.
- Cut out the figure to made into the Force ghost.
- Transform the colors to blue tones
- Maybe overlay a faint, random transparent blue tone pattern or texture
- Make the cut-out image tranparent
- Put it on the background you want
But you really need some kind of photo altering or drawing program like PhotoShop or PhotoPaint to do it with.
