In response to the force lightning, I would say that Obi-Wan was able to absorb the lightning because it wasnt that strong, kinda like regular lightning. But when Palpatine was using it against Mace, he put more power into it because he was trying to kill him. With the lightning being to strong and potent, the saber couldnt absorbed the energy so it was deflected, back into Palpatines face.
