Basically the light sabers can block the lightning, mace never deflected it it he just did the same as obi-wan did, and the emperor got that way by casting the lighting not because he was hit by it, because he wasn't. and you could kinda tell Yoda was expecting Dooku's attack, But with the emperor he had no clue.
