It seems obvious to me that Watto's die was weighted to throw in his favor. His manner in suggesting it, established personality, way of handling it when he took it out, confidence in making the throw, and surprize at losing all point to the fact that he fully expected it to roll in his favor. He could not admit this though in public so he didn't.
