For lightning I would do it the same way as the blade, but make the line crooked and vary the blurs and such.
Sort of like what I did to my nephew for his personal pokemon card. My youngest son was into making original pokemon cards a couple years back, so I jumped into their game! lol! This one looks a bit like neon tube light!
