I'm not sure if it was ever actually officially stated as to why the padawans wear braids, but in some earthly cultures, a male child's braid is grown from birth, and never cut. As it grows, it signifies the growth of the child, into a man, and is a symbol of all he has learned. Then at a certain age, or other symbolic milestone, it is ceremoniously cut off, symbolizing the passage into manhood.
I know I had seen this on some National Geographic TV special many years ago, but no way can I remember what culture it was they were talking about. I think it might have been African, or Indonesian, or something. I was only half watching.
I'm guessing that Lucas had something similar in mind when he put the braid on the padawan.
