I think you can take any garment and make it feminine by changing the tailoring to fit the female figure. Adding some embroidery or nice trim might be nice too. Nothing overwhelming, just a few small details to enhance the look.
This is a costume I have all the fabric for, I just haven't gotten around to making it yet.
