The only figure I know of that has a skyblue tunic is the playschool 6" figures, the next step up from galatic heroes. These are not very accurate, but still pretty cool if you're 3-6yrs old and daddy won't let you play with any of his collection. They're in the spirit of a million different Batmans in a million different suits. Of course most of the costumes and gears they paint on to Batman figures have never been seen in any comic book story, they still sell like hotcakes.
