Jedi do not have formal wear as such, but, sometimes do wear slightly more formal looking robes for delicate diplomatic missions where a less battle ready look is needed. They are still practical, but slightly finer in feel/look. I know I read this in one of the novels, but forget exactly which one... The book you're referring to is the Clone Wars novel entitled The Cestus Deception. Obi-Wan dons his dress robes for a dinner party with the planet's politicians (basically). I thought the book was well written, but nothing too spectacular. I imagined that the robes were much more like normal silk - instead of silk noil.
