I think of Jedi formal-wear as just meaning that they ironed their tunic, obi and tabards that morning. ;D
If there was ever an occassion for Jedi formal-wear it would have been the end of TPM. Members of the Council showed up for that parade. But it just doesn't look like anyone is wearing anything different than usual, except for Anakin, who was wearing a new outfit. Everyone looked nice and clean and pressed, but the fabrics looked like the everyday ones.
Could the Jedi-formalwear be more of a New Republic thing?
