What type of file is it? A bitmap (bmp), Jpeg, or Tiff? With my EXTREMELY limited computer knowledge, I know that a bitmap is the largest. What I usually do is open the file in something like MS Paint, then resave the file as a jpeg or a tiff. It automatically makes the file smaller that way. But, if it's already a jpeg or tiff, then I can't help you...I have no idea how to make them smaller .

It's in Jpeg already. But now I know what to do if it weren't. ;D Thanks anyway.

If its already in JPEG format, then it will be hard to make it significantly smaller in file size, since thats generally the most compact form, buuuut...............
What is the file size limit? Because JPEGS are really small.. if it is too big in file size, then its probably just a really high resolution. So make the photo itself smaller; open it up in MS Paint and go to Image > Stretch/skew and cut it down using the horizontal/vertical stretch options.
EDIT: Oh and Paint can also convert a file if it isnt JPG; simply open the bitmap/gif/whatever in paint and click File > Save As... then use the file type drop box (just under the file name box) to select the JPG format.
MS Paint is actually a far more versatile program than people give it credit for...

Silly question, but are we trying to shrink the picture pixel size, or compression-wise?
In photoshop it gives you the option to change the compression, then lower the number, the lower the bytesize.

If you have Photoshop, there is a really great feature called "Save for web" which allows you to adjust the amount of compression in your image. You would need to go to File > Save for web - from there you can mess around with the settings to make the image larger or smaller. Here's what that interface looks like: I know that there are other versions of this feature in other graphic programs, but I only really know what I use. If you have no way to do this, I'd be happy to help out.

I also use Photoshop for everything under the sun, but as Yorr Kolash said, I only know what I use.
If anyone knows of any standard programs that most people would have that can do this, post them up here. It would be quite useful.
Do many people run into this problem? If so, it might be handy for us to provide a few links to some simple photo-editing freeware, as Mon-Jas has. A few different sources would be good.

the easiest way is to use paint, not everyone has photoshop. its under sketch/skew, and you just reduce the size

Thanks everyone! As soon as I am home for more than 5 minutes, I'll try that out.

I re-sized it in Paint and somehow, by the will of The Force maybe, it worked! Thanks all.
