dooku was the other half of qui-gon's dramatic purpose.
qui-gon shows us (what yoda called) "qui-gon's defiance" (need this you do not) -- the idea that the Jedi should follow the will of the force and nOT follow the senate, blindly, in ALL things.
Dooku showed us the slippery slope --> this way of thinking can lead to a galaxy-wide separatist movement which plunges the galaxy into War.

just as Padme showed us how "Militarization" can be a god thing -- the idea that a peaceful 'unarmed' society can suddenly find need of an Army (AND magically pull one out of its OWN arse).
jar jar revealed the slippery slope -- this thinking can lead to a galaxy-wide Militarization which plunges the galaxy into War.

--> jar jar is necessary to BEND "padme's Militarization" by way of Fear.
--> dooku is necessary to BEND "qui-gon's Defiance" by way of ANGER.
dooku's motivation is the SAME as qui-gon's. Defiance. Need this you do NOt.

he wanted EXACTLY what qui-gon wanted: separation of church and state.
the only difference was their methods.
qui-gon had a line he would not cross. dooku did NOT.
(same with padme: padme had a line she would NOT cross: she was opposed to the military creation act, even though, it was perfectly fine in TPM! in fact, SHE thought it up!! it was HER idea -- this was the purpose of TPM -- but she knew where to draw the line; jar jar did NOT).
